NYSEIA and Clean Energy Parties Comments Supporting DPS Staff Proposal to Modernize VDER

On March 16, 2026, NYSEIA and the Clean Energy Parties submitted comments in response to the NYS Department of Public Service's December 2025 proposal to update the utilities' Marginal Cost of Service (MCOS) studies and the derivative Value of Distributed Energy Resource (VDER) tariff values for the first time in nearly a decade. NYSEIA's comments urge the New York State Public Service Commission to:
Move quickly to update VDER rates in order to provide more accurate price signals to solar and energy storage systems;
Grant a one-time opt-in option for updated VDER rates to the small subset of projects that made their 25% interconnection payments since the utilities filed their updated MCOS studies on June 30, 2025; and
Ensure that the utilities' MCOS studies are as accurate as possible by addressing methodological issues, and addressing the omission of billions of dollars of ratepayer-funded load transfers from Con Edison's MCOS calculations.
