Comments on January 2026 Staff Proposal Regarding Distribution Upgrade Cost Estimation Transparency

On April 6th, 2026, NYSEIA submitted comments on DPS Staff’s proposal for cost estimation transparency.
Filed in January, 2026, the Staff Proposal seeks to increase transparency into utility cost estimating practices and to formalize the process by which the utility Cost Matrix is updated and incorporated into the Standardized Interconnection Requirements (SIR).
NYSEIA supports Staff’s finding regarding the need for improved cost transparency for utility interconnection upgrades funded by DER interconnection consumers, and that the informal process of updating the Cost Matrix should be formalized and an annual cycle established.
NYSEIA’s recommendations incorporate additional transparency elements from its February 2025 Cost Transparency and Cost Certainty Petition to address issues of cost estimation, CESIR estimates, and actual costs.
NYSEIA recommends:
Standardizing cost matrix scope, establishing a fixed date by which the Updated Cost Matrices are published, annual updates are presented to stakeholders, stakeholder feedback and questions are addressed, and the new Matrix is formally adopted
Establish minimum transparency requirements and standardization for CESIR estimates
Establish minimum transparency requirements for reconciliation statements
For the Commission to take action in enhancing cost certainty
