On September 4th, 2026, NYSEIA submitted comments in response to the Long Island Power Authority’s Proposed Small Generator Interconnection Procedures (SGIP) modifications to implement temporary interconnection queue management rules relating to applicants seeking Federal Tax Credits.

NYSEIA strongly supports LIPA’s objective of maximizing the number of solar and energy storage projects that qualify for available federal tax incentives, and share interest in ensuring viable projects are able to achieve placed-in-service deadlines and capture federal support. However, noting deficiencies in the statewide queue prioritization rulings adopted this year, NYSEIA urges the Authority to not adopt Appendix S.

The proposed amendments would replace the streamlined and practical approach adopted by the Authority only months ago with a substantially more complicated framework based on the statewide queue prioritization rules adopted earlier this year. This framework has introduced significant administrative complexity without providing acceleration and timeline certainty for solar and energy storage developers. The proposal further does not identify a Long-Island-specific problem that necessitates this change, and is not as effective as the July 4th commence-construction date has already passed.

NYSEIA encourages LIPA to build upon the simpler approach it adopted earlier in the year, and focus on expediting timelines and providing greater certainty and coordination between developers and PSEG Long Island. NYSEIA recommends LIPA adopt an optional process through which a developer could request a target placed-in-service date and receive a corresponding utility schedule, including a defined timeline for releasing interconnection deposits necessary to achieve that target. We also believe bridge-to-wires is substantially more relevant to addressing Long Island’s current interconnection challenges.
